(LaPresse) – Syria and Russia have reached a memorandum of understanding to reorganise Moscow’s presence on the Syrian coast, including the transfer of civilian facilities to Syrian state management and the conversion of Russian military bases into joint training centres, the Foreign Ministry said on Sunday. This was reported by the Sana news agency. Under the memorandum of understanding, Syria will take over the management of facilities intended for civilian use, including Hmeimim airport and the fourth commercial quay at the port of Tartus, enabling their gradual integration into the country’s civilian administration. The two sides – it is explained – have also agreed to redefine the role of facilities currently used for military purposes, transforming Russian military bases into joint training and qualification centres, in accordance with new agreements aimed at safeguarding the interests of both countries. The memorandum sets a maximum deadline of three months to complete the transition, after which the new agreements will come into force, according to the ministry.
