(LaPresse) – “First and foremost, with the aim of providing the entire centre-right with a tool for reflection, and to encourage debate, I have presented the amendment introducing a runoff in the new electoral law, along the lines I had outlined to the Senate’s 1st Committee, and I have informed my parliamentary group and the FdI party.” This was stated in a note by Fratelli d’Italia senator Marcello Pera. “The runoff I am proposing works as follows – Pera summarized: 1) the majority bonus is awarded in the first round if the leading coalition exceeds the threshold of 48 percent of the votes (approximately 50 percent of the seats) in both chambers. If this does not happen, a runoff is held between the two largest coalitions provided that both have exceeded 38 percent of the votes (approximately 40 percent of the seats) in both chambers. In this case, the bonus is awarded to the coalition that obtained the most votes (in both chambers). No further alliances are permitted in the second round; 2) if the second coalition has not exceeded the threshold of 38 percent of the votes (and therefore the runoff cannot be held), the bonus is awarded in the first round to the leading coalition, provided that it has exceeded 42 percent of the votes in both chambers (as in the text approved by the Chamber); 3) the total number of seats assigned to the winning coalition is 220 in the Chamber and 113 in the Senate (excluding the Foreign Constituency). If the conditions set out in points 1 and 2 are not met, all seats are distributed proportionally.”
