In this context, I would like to highlight the approval of the provisions on preferential voting. However, given the huge number of amendments still to be examined and the legitimate yet objective filibustering tactics involving demands for every amendment to be considered, we had to acknowledge that it was not possible to conclude the examination by appointing a rapporteur.” This was announced in the Senate Chamber at the opening of proceedings – centred on electoral law reform – by FdI Senator Andrea De Priamo, chair of the Senate’s Constitutional Affairs Committee. De Priamo also noted: “From 21 July onwards, we launched a fairly extensive series of hearings, followed by an equally extensive general debate which continued until 5 August. By the deadline for the submission of amendments, 696 amendments and six motions had been tabled.”
