We will also develop new ways of using public and private funds to invest in the most promising European start-ups and businesses.” This was stated by the President of the European Commission, Ursula von der Leyen, in her State of the Union address to the European Parliament in Strasbourg, regarding artificial intelligence. “AI,” she added, “is rapidly becoming a fundamental pillar of our economy and our security. Europe’s position is clear: we want to make full use of AI to improve our society, quality of life and productivity. I am optimistic about AI’s potential to benefit humanity, provided we manage it in the right way. However, as with any powerful new technology, AI brings with it a mix of opportunities and risks. If we do not address these risks, we will never realise AI’s full potential. As state-of-the-art models become more advanced, these risks are becoming increasingly apparent. Models currently under development will enable cyber-attacks on a scale we once thought impossible; moreover, they will soon fall into the hands of adversaries whose worldview differs profoundly from our own. At the same time, the dangers associated with self-improving models are becoming increasingly evident.”
