Rome, 9 Oct. (LaPresse) – “Public executions constitute a form of cruel, inhuman or degrading treatment or punishment. Live-streaming an execution is equivalent to a public execution and would violate the absolute prohibition on torture. Failure to comply with this prohibition would inevitably render the execution arbitrary, resulting in a violation of the right to life. The absolute prohibition on torture (Article 7 of the ICCPR – International Covenant on Civil and Political Rights) prohibits public executions”. This was stated to LaPresse by the Office of the UN High Commissioner for Human Rights, in response to the Pentagon’s announcement that the execution by firing squad of Nidal Malik Hasan, the perpetrator of the Fort Hood massacre, will be streamed live. Hasan was convicted of killing 13 people and wounding a further 32 during a shooting at the military base in 2009.
