Secretary of State Marco Rubio announced the measures shortly after the Nobel Peace Prize was awarded to South African prosecutor Navi Pillay, who had led investigations into possible charges against US military personnel for operations in Iraq and Afghanistan. The decision, however, had been taken well before the Nobel announcement. “We will ban transactions with this outlaw court, depriving it of its resources and paralysing its ability to act against us,” Rubio said in a video message posted on social media. “The United States and the American people are not subject to the jurisdiction of this bogus ICC.”
