Rome, Nov. 4 (LaPresse) – “Regarding the restoration works on the Torre dei Conti, it should be clarified that there was no use of the lowest-bid criterion, nor has the Capitolina Superintendency ever authorized or allowed cascading contracts. The procedures were carried out in full compliance with the protocols, signed by the City of Rome together with trade unions and social organizations,” says a statement from the Capitolina Superintendency.
“The six direct assignments listed on the Tuttogare platform concern exclusively technical services – executive design, safety coordination during execution, design verification, investigations, and surveys,” the statement continues. “The professionals appointed were selected from those already identified by Invitalia through open tenders for the Safety Coordinator and design verification. The executive design was instead assigned to three different operators, chosen based on their specific expertise in architectural restoration, systems, and structures. For the execution phase of the works, the economic operator – the temporary joint venture Edilerica Appalti e Costruzioni srl and Picalarga srl – was selected through an open tender procedure managed by Società Giubileo 2025 as the contracting authority, as provided by Ordinance of the Extraordinary Commissioner No. 3 of January 25, 2023. These are highly qualified companies with proven experience in the field of monumental restoration. The Capitolina Superintendency expresses its deep condolences and heartfelt sympathy to the family and colleagues for the tragic loss of Octav Stroici, who was involved in a project to protect Rome’s cultural heritage.”
