Rome, 24 September (LaPresse) – In order to ensure a balanced composition of classes, which is essential for the quality of education and teaching, the full realisation of the right to education and the integration of foreign pupils, educational institutions, within the scope of their autonomy, shall, with effect from the 2027/28 academic year, to organise the first-year classes in primary school, lower secondary school and upper secondary school according to criteria of equitable distribution of pupils and students, so that: in primary school, the number of pupils who are not Italian citizens and who were not born in Italy or who have not attended at least two years of nursery school does not exceed 30 per cent of the total in each first-year class; in lower and upper secondary schools, the number of students who are not Italian citizens and who have not successfully attended the national education system for at least three school years does not exceed 30 per cent of the total in each first-year class’. This is set out in a draft of the School Decree. “It is prohibited to take part in curricular and extracurricular activities at educational institutions, or in those organised as part of school-family relations, whilst the face is covered or in any other manner that prevents facial recognition. A breach of the provisions set out in paragraph 4 is punishable by an administrative fine of between 200 and 1,000 euros,” the draft further states.
