Rome, March 11 (LaPresse) – A draft law is being developed to revise the framework for performance evaluation goals and public administration leadership, and it could be presented at Thursday’s Cabinet meeting. This is the hope of the Minister for Public Administration, Paolo Zangrillo. Speaking with journalists on the sidelines of a conference on strategic human resource management in public administration, Zangrillo explained that the bill "provides for a correct definition of the process of assigning performance evaluation goals, introducing new elements from the perspective of rewards: unlike what happens today, where everyone is rated excellent, there will be limits in defining excellence." The bill also introduces a new management system for career progression alongside competitions. Currently, 50% of managers are appointed after participating in the National School of Administration's course, while the other 50% are selected through competitions held by individual administrations. "I am trying to introduce a system that allows managers to propose one of their collaborators for the managerial position," Zangrillo added.
