Lavrov specifically cited the Istanbul negotiations of April 2022, claiming that then-British Prime Minister Boris Johnson had prevented Kyiv from accepting a negotiated solution. “He is lying,” Lavrov said, referring to Johnson’s subsequent denial that he had prohibited the Ukrainians from signing an agreement, but had merely guaranteed Western support if they chose to continue fighting. According to Lavrov, the West has repeatedly prevented Ukraine from signing peace proposals that Moscow was willing to accept.
