Turin, 17 Oct. (LaPresse) – The intensification of Russian attacks across Ukraine during September has confirmed a trend already observed in 2026: the number of civilian casualties was far higher than in previous years, with devastating consequences for the civilian population. This was stated today by the United Nations Human Rights Monitoring Mission in Ukraine (HRMMU), on the occasion of the publication of its monthly update on the harm suffered by the civilian population in Ukraine. The report notes that repeated attacks on energy infrastructure risk further exacerbating this suffering. The HRMMU has verified that in September at least 328 civilians were killed and 2,105 were injured. The total number of casualties, including both deaths and injuries, has therefore risen by 85 per cent compared with September 2025, when 249 deaths and 1,068 injuries were recorded. Civilians were killed or injured in 22 regions of Ukraine and in the city of Kyiv, with a particularly high number of casualties in the capital and in the regions of Kherson, Kharkiv, Sumy and Zaporizhzhia. In Kyiv alone, civilian casualties were recorded on 22 out of 30 days, a higher frequency than in any other month since the start of the full-scale invasion. The HRMMU stated that the high number of civilian casualties remained a constant feature throughout October as well.
