Russian President Vladimir Putin said this while speaking at the plenary session of the Eastern Economic Forum (EEF), as reported by Tass. Putin described the seizure and attacks on civilian and commercial vessels, as well as threats to strike civilian aircraft, as “an expression of state terrorism.” The reference was to recent statements by Ukrainian President Volodymyr Zelensky, who had issued a “warning” to airlines about the risks of flights over Russia. “You have paid attention to the seizure of civilian vessels, attacks on civilian merchant ships and, above all, we have now heard about threats of attacks against civilian aircraft. This is, of course, an expression of state terrorism. And this undoubtedly complicates the prospects for conducting bilateral peace negotiations,” the Russian leader said. Putin also accused Ukraine’s Western allies, who, in his view, do not condemn Kyiv’s actions, of becoming “accomplices in international terrorism.” “Those who remain silent, those who do not pay attention to this, I am referring first and foremost to Ukraine’s Western allies, become accomplices in international terrorism.
