Milan, 5 July (LaPresse) – “The Head of State must have a strong connection to the Anti-Fascist Constitution” and “people who had a close relationship with the Constitution without being able to call themselves left-wing have already been elected; I am thinking of Oscar Luigi Scalfaro and Carlo Azeglio Ciampi. Placing this issue within the context of political alignments is misleading and manipulative. What they must be able to do is put forward a candidate who has a close connection with the anti-fascist Constitution. This is the guarantee of impartiality.” So said Pier Luigi Bersani to *La Repubblica*. Bersani then commented on the electoral law, saying: “There are two major scandals. One is the disruption of the constitutional balance, because this is a law which – as it stands – allows a so-called majority, which is in fact a clear minority in the country, to decide on matters such as constitutional balances and the functions of the guarantor. Secondly, it strips citizens of any possibility of making a decision.”
