Rome, 16 May (LaPresse) – A revolution is on the horizon for motorways. From 1 June, toll refunds will be available for traffic jams or delays caused by roadworks on the network, with motorists able to claim compensation directly from motorway operators for disruption suffered during their journeys. Codacons highlights this, emphasising the significant changes coming for the public but also pointing out the critical issues with the new measures. The provisions on refunds introduced by Resolution No. 211/2025 of the Transport Regulatory Authority will come into effect by 1 June 2026; however, in this initial phase, regarding delays caused by roadworks, they will only apply to disruptions on routes that lie entirely on sections managed by the same concessionaire; refunds for roadworks on sections managed by multiple concessionaires will, however, come into effect by 1 December 2026 – explains Codacons. For journeys under 30 km, the right to a refund is independent of the delay; for those between 30 and 50 km, the refund applies if the delay exceeds 10 minutes; for journeys over 50 km, the delay must be at least 15 minutes. The amount of the refund is calculated on the basis of coefficients established by the Authority, and takes into account a component relating to the impact of roadworks on the route taken by the user where the roadworks are located, as well as an incremental component calculated according to the time deviation caused by the roadworks on the same route.
